George Pemberton graduated in medicine from Edinburgh University in 1898, and later took the DPH from Manchester in 1907. He held a number of public medical appointments in the New Mills area of north Derbyshire, including MOH for Hayfield and Disley RDC and for New Mills UDC, school medical officer for New Mills District and district medical officer for Hayfield Union,
