Jolley qualified in 1965 from London University. He held hospital appointments in Manchester, being appointed consultant psychiatrist to South Manchester Hospital in 1975 and also honorary lecturer at the University of Manchester. Jolley was later consultant psychiatrist and professor of old age psychiatry in Wolverhampton.
