Latham was born near Wigan in 1865 and entered the school of pharmacy at Liverpool while working for a chemist. He qualified as a pharmaceutical chemist in 1891 and continued this work while studying medicine at Owens College Manchester. After qualifying, he joined a relative in general practice in Ashton-in-Makerfield, before moving to Earlestown where he was a certifying factory surgeon. Latham was active in promoting sanitary developments and street lighting.
