Jessel graduated from Oxford University in 1906, and qualified from the London Hospital in 1909. He took the DPH from the University of Manchester in 1913 and the MD from Oxford in 1917. A public health specialist, he was appointed tuberculosis officer to Lancashire County Council in 1913 and also for Wigan Council. From 1914-17 he was MOH for Wigan. In 1919 he became consultant TB officer for Lancashire County Council, and was visiting superintendent at Peel hall Pulmonary hospital. Jessel played an important role in developing the artificial pnemothorax and he introduced a system of work and hobby activity for TB patients. He was a past president of the North Western branch of the Society of Medical Officers of Health and of the NW Tuberculosis Society. He was also involved with the Joint Tuberculosis Council.
