Martin received his medical education at Durham University before building up an extensive general practice in Oldham. Martin joined the Ministry of Health in 1925, being posted first to Newcastle and then to Nottingham. He was deputy divisional medical officer in the North-eastern Division for four years before being appointed divisional medical officer to the North-west Division in 1936. After the war, Martin had to re-create the regional medical service, a difficult undertaking but one that Martin achieved successfully. He retired in 1946 and undertook work on medical boards for the Ministry of Pensions. Martin died at his home in Didsbury, Manchester, on 17 April 1950.
