Jacobs studied medicine at the University of Durham and qualified in 1914. He was a honorary ophthalmic surgeon at Manchester Jewish Hospital and at Crewe Hospital, and a school oculist for Cheshire County Council. Jacobs was a member of Manchester Medical Society.
