Jeffs was born in Salford on 21 May 1926 and was educated at Salford Grammar School and the University of Manchester, qualifying in 1950. He held house appointments before serving in the RAF, and from 1954 to 1965 was a general practitioner in Cheadle, Cheshire. Jeffs was honorary tutor in general practice to the University of Manchester from 1960 to 1965. He was a fellow of Manchester Medical Society, a member of the Royal College of General Practitioners, and a member of the British Association of Allergists.
