Levy was born in Manchester on 27 September 1931. He was educated at Newcastle Royal Grammar School and Manchester Grammar School, before entering Manchester Medical School. After qualifying, Levy held junior appointments at Manchester Victoria Jewish Memorial Hospital and Crumpsall Hospital Manchester before being appointed registrar in anaesthetics at MRI. Levy later settled in general practice in Manchester. He was a member of MMS. He was the son of Hyman Levy (see below).
