Mandal was born in Calcutta on 10 April 1937 and received his medical education at R.G. Kar Medical College there. Mandal held house positions in Calcutta before coming to England in 1960 to an appointment at the Little Bromwich General Hospital in Birmingham. From 1963 Mandal held a variety of appointments in Leeds before going to Glasgow in 1970 as lecturer in clinical epidemiology. He came to Manchester in 1970 as consultant physician to Monsall Hospital and Booth Hall Hospital and lecturer in infectious diseases at the University of Manchester. Mandal was a member of MMS, the Association for the Study of Infectious Diseases and the North West Epidemiology Club.
