Lord Salisbury writes concerning the Alien's Bill and does not think it wise to abandon the second reading. He writes that if the US and Canada are "taking precautions against immigration" then it is "mathematically evident" that they would be sent to Britain if they remain the only power that admits them. He further writes that the Bill will only give the Government power "in case of need". He also writes that he feels he ought to invite the House of Lords "to express its opinion".
