Lord Lansdowne writes that he was aware of the existence of the joint Naval and Military Committee, details of which he circulated to the Cabinet as part of a wider War Office memorandum. He further writes that he considers this Committee to be "ancilliary to the Council of which you are to be President" and thinks it would be possible to draw a line between the Council and the Committee.
