Scope and Content

Northcote writes to SCC regarding the state of Parliament. He reports that they need to start a system to silence wilfully obstructive members of the house where a warning is given and then the member is ordered to be silent. There is an endorsement written in red ink which reads, "Northcote, 18 5 78, Irish obstruction." Sent from: 11 Downing Street, London, date stamped, 18 May.
