Lord Salisbury writes concerning the Treaty of Berlin and reforms in Asia Minor and Armenia. He also writes that he understands the Cyprus Convention to "mean what it says in the matter of the reforms". He finally writes that he assumes SCC has seen the telegram from Lascelles "stating that the Russian Emperor will not agree to coercive measures". Sent from: Hatfield House, Hatfield, Hertfordshire.
