Scope and Content

Lowe writes to SCC regarding grants for National Teachers. He writes that he is opposed to giving money now and reserving a right to change in three years. He writes that he wishes to discuss the matter in Cabinet but wants a response from Edward Cardwell and Chichester Parkinson-Fortescue before it is discussed. There is an endorsement on this letter written in black ink which reads "May 1872. The Rt. Hon. Robert Lowe, Supplemental Estimate Grant to National Teachers."
