Scope and Content

Sir Harcourt writes concerning the Home Rule question. He writes thanking SCC for his letter and enclosures but confirms that this "adds little to our knowledge". He writes that what Lady F. [Lady Frederick Cavendish] says is too true but the "whole of the Liberal policy since 1868 has been a total failure in Ireland". He writes making reference to an article in the Pall Mall [Gazette] and writes concerning the Tory government and the Parnellites. He writes making reference to the failure in the 1776 War of Independence and the American Civil War. He writes that he has met with [Sir] Henry Ponsonby and talked of correspondence with the Queen. He further writes concerning the Crimes Act, the Parnellites turning against the government and two Liberal parties. Finally he writes concerning [Lords] Rosebery and Granville. Sent from: [unknown].
