SCC writes to Harcourt regarding the vacant Leadership of the Liberal Party. He writes that he believes Harcourt would be a good candidate and the decision should be made by the whole party, not the Cabinet. He reports that he would find it difficult to be a Leader of the Opposition as there are Whigs, Radicals and Home Rulers he would have to lead.
