Scope and Content

Lord Cecil writes concerning his proposed Free Trade Manifesto. He also writes concerning "retaliation", "protection" and "Balfour's pamphlet". He further writes of tactics going forwards to force J.C. [Joseph Chamberlain] to separate himself off or to admit his error however he believes he will "scuttle the ships rather than haul down his colours". Sent from: St Giles's House, Salisbury.
