Mr Brand writes concerning a meeting he has had with Lord Spencer and Mr Gladstone to discuss the difficulties he has felt in joining the Government. He writes that he feels the party is in danger of drifting "if it won't be led". He further writes that "The Gladstone Party" have "put it about" that SCC agrees generally with Mr Gladstone over the Irish Question however is only prevented from taking office as he is "committed to his constituents", this he has been told by Arnold Morley. He writes asking SCC for authority to "tell those who it may specially concern" that SCC will "undertake the duty of leading those who are looking to you for guidance" when the time comes.
