Chamberlain writes that he objects to an absolute pledge on the Suakim and Berber railway. He writes that it is too high a price to pay to keep the support of [George Joachim] Goschen. He informs SCC that a pledge could lead to a permanent occupation of that region which contradicts all their promises. Sent from: London, date stamped, 26 Feb.
