Wolseley writes a plan for the relief of Khartoum detailing the amount of troops to be sent and the the transportation of the troops. He writes that the troops will move at a greater speed by travelling along the Nile than by going overland which poses difficulties in water supply, heat and agitations from the locals. The memorandum was printed for circulation in the Cabinet. There is a note attached to the second sheet which lists who received a copy. No date stamped.
