Lord Northbrook writes that he saw [Lord] Spencer who told him that [Lord] Rosebery is "very anxious" that there not be a naval discussion in the House of Lords at present. He further writes that that French are "very ticklish" at the moment and fears that something might be said "which might do harm". He writes confirming that he will not make any motion regarding this until the next session asking SCC if he can forward this information on to Lord Salisbury. He also writes that he is unable to attend the meeting however SCC knows "everything I have to say about the Local Government Bill".
