Mr Courtney writes concerning the Evicted Tenants Bill and that he believes there to be "no hope". He further writes that the business was "terribly mismanaged" and takes some of the blame himself "for not rising before O'Brien". He also writes that the [House of] Lords might "transform the bill and win a great victory and much honour" but he fears that they will not.
