The Duke writes that should Government dissolve after the "Lords wrecked the Employers' Liability Bill" by "sticking to Dudley's amendment" then he believes "they would get a majority in these parts". He also writes that Mr Birkin who is a "large employer of labour both here and in Scotland" said the "[House of] Lords ought to give way".
