Mr Balfour writes concerning plans for attacking the Government once they have seen the Queen's Speech. He further writes that as he sees it, there are four subjects on which an attack would be possible (i) Agriculture; (ii) Indian Cotton Duties; (iii) Tweedmouth's cheques and (iv) the postponement of the House of Lords Resolution.
