SCC writes regarding the franchise and redistribution issues. He writes that Robert Gascoyne-Cecil, 3rd Marquess of Salisbury wishes for a meeting to take place between the leaders of the parties as per Queen Victoria's request but SCC has declined a meeting at the present time as its content could not be kept secret. He writes that Salisbury also reported that the outcome of such a meeting may not be accepted by other Conservative members. He reports that he had a conversation Lord Randolph Churchill who "was still [more] strongly in their favour]." Sent from: London, date stamped, 3 November.
