SCC writes a memorandum for circulation to the Cabinet regarding Sudan. He writes that Sir Garnet Wolseley, 1st Baron Wolseley recommends not to send a small force of marines to Suakin. General Charles Gordon recommends to send troops to Suakin to defend if needed.
