Lord Salisbury writes informing SCC that three days ago he "sent out a whip" urging support for Dudley's amendment concerning the Employers' Liability and Parish Councils Bills. He further writes that the "pledges given by Asquith" are so distinct that "it would be impossible for him to accept such an amendment". He also writes that should the Bill drop, then "we should have deserted the ground of general principle" therefore he believes the wisest course would be to "insist on Dudley's amendment".
