Mr Chamberlain writes concerning objections to amendments to the Irish Home Rule Bill. He writes that he has a list of 133 members who have at one time or another promised to vote against a second Bill. He further writes that he doesn't see how the second reading will be passed unless changes are made and makes reference to Ulster and a revision of financial arrangements.
