Scope and Content

Lowe writes to SCC to inform him that he cannot find the papers which have been lost since last May. He writes that one of the clauses is too wide and that there should be a local contribution to protect the government against he current law which supports pauper children from the general revenue. There is an endorsement on the letter written in black ink which reads "Jan 27 1871 Lowe Alteration required in law to depraved children." Sent from: 11 Downing Street, London, date stamped, 27 Jan.
