Scope and Content

Wolseley writes to SCC regarding regimental transport during peacetime. He lists the methods employed by the armies of Italy, France, Austria and Germany. He proposes that a transport company be kept with each regiment but does not wish to draw upon the already reduced numbers in the infantry batallions.
