Lord Grey writes to SCC that he received his letter regarding his speech in Parliament about flogging in the Army. He writes that "being in the Commission would make you in favour of not making any changes as you would be awaiting the Commission's outcome". He writes that he is disappointed that further members of Parliament did not speak on the matter. He reports that he imagines a scenario where there will be "no means of applying an effective substitute." Sent from Staines, date stamped, 7 April.
