Sir Harcourt writes concerning the Irish Home Rule question. He writes that Gladstone thinks that "Irish Parliament in any shape [to be] impractical and dangerous". He writes concerning the actions of Chamberlain and the possibility of Gladstone stepping down as leader of the Liberal Party. He also writes about the Parnellites.
