Lord Salisbury writes concerning his puzzlement surrounding the accusations from the German Emperor [Wilhelm II] that he "does not hear everything first hand". He further writes that he has a good working relationship with [Paul von] Hatzfeldt and speaks more freely to him than he does the other Ambassadors. He also writes that the whole of the negotations concerning the Armenian Reforms have been conducted by France, Russia and England and that this was arranged by the previous Government. He further writes of the resentment felt by the German Emperor in particular to the "lectures and hints" given to him by the current British royal family. He also writes that he wonders whether the Emperor "did not invent the whole story in order to bully us into accepting the Triple Alliance". He finally writes concerning another occasion where the Emperor caused a "great row" over an accusation against [Edward] Malet concerning the Transvaal and accuses the Emperor of wanting to "elicit from us a disclaimer of any special interest in the Transvaal".
