Arnold writes to Forster regarding the leadership of the Liberal Party. He writes that he discussed the matter with Frank Harrison Hill, [the editor of the Daily News], regarding William Ewart Gladstone leading the Liberal Party. He reports that Gladstone is seen as a radical so needs the support of lords such as SCC and Granville Leveson-Gower, 2nd Earl Granville. This letter is an enclosure to CS8/860.
