SCC writes to Stephenson regarding the proposed expedition to Khartoum to relieve General Charles Gordon. He writes the reasosn for appointing Garnet Wolseley, 1st Baron to the command of troops in Egypt due to his experience in the Red River Expedition in 1870 and the approval from the government of his plan in Egypt and Sudan.
