Scott, relating to Eames' employment as editor of the Manchester Guardian Commercial, with discussion of decreasing circulation figures, the need to reduce editorial expenditure and production costs, and providing editorial expenditure figures for 1924-1928. There is discussion of staffing matters, and reference to the need to make radical changes in order for the Manchester Guardian Commercial to continue, and discussion of a memorandum prepared by Eames on proposals for improving circulation, a copy of which is included. The memorandum is not deemed to be acceptable by the directors of the Manchester Guardian, and leads to the formal notice of the termination of Eames' employment, with a notice period of 1 year.

Also included is Eames letter of resignation, with discussion of the future of the Manchester Guardian Commercial, and of its staff. There is a letter from E.T. Scott on the occasion of Eames' tenth anniversary as editor, with praise of the Manchester Guardian Commercial, the creation of which E.T. Scott attributes entirely to Eames.
