Scope and Content

Correspondence with Harold Grenfell, naval commander, relating to discussion of Grenfell's desire to meet with Scott to discuss the situation in Russia, and to discussion of the appeal for aid during the Russian famine, and an enquiry as to whether the Manchester Guardian would welcome the provision of copies of official bulletins on the famine and economic conditions, which is accepted.

Also included is the recommendation by Grenfell of Mrs Malmberg [unknown] as a correspondent for the Manchester Guardian in Helsingfors [Helsinki], and discussion of the political situation in Finland and concerns relating to Russia.

There is correspondence relating to discussion of the Anglo-French entente [naval agreement], and the implications of the position of Admiral Kelly as naval representative during negotiations, with Grenfell's views on the politicisation of the Admiralty, the foreign office and the government, accompanied by a related internal memorandum.
