There is discussion of a speech by Smuts on the on the place of the dominions in determining the policy of the British Empire, and the provision by Scott of an article to Smuts by Sir Frederick Maurice, army officer, [entitled 'Egypt and Imperial Defence']. There is a letter of appreciation from Smuts on the occasion of Scott's retirement, with reference to the Manchester Guardian's opposition to the Boer war.
