There is discussion of the provision of an article on Persia by Temple, and of the political situation in Persia, with reference to the Anglo-Russian convention, and a request from Scott for information on a suggested loan to Persia by Germany, which is provided.

There is a letter of recommendation for Temple from Edward S. Browne, orientalist, suggesting that Temple might be sent to Persia as a correspondent for the Manchester Guardian, and an explanation of the current arrangement for the provision of articles to the paper.
