Scope and Content

Correspondence between John F. Stewart, forest engineer, and E.T. Scott, relating to an article by Stewart on the Russian timber camps published in the Manchester Guardian, of the opportunities it has provided, and the suggestion of a lecture by Stewart in Manchester on the subject, which is declined, following consultation with Sir Raymond Streat, cotton trade administrator.

There is discussion of the controversy surrounding Stewart's findings at the timber camps, and an offer by Stewart to act as a correspondent for the paper whilst with a delegation sent to investigate the conditions in the timber industry in Russia, which is declined, but with a request that Stewart provide articles on districts where alleged convict labour and cruelty is practised. Also included are related internal memoranda, and a copy letter relating to the refusal of a similar offer to act as a correspondent on the subject by G.L. Barrus.
