Scott's becoming editor of the Manchester Guardian, and a return of congratulations on Phillips' being elected as a member of parliament. There is an offer of an article by Phillips on an all-night sitting of the House of Commons, which is declined. Also included is a request from Phillips for a meeting with E.T. Scott to discuss the Manchester Guardian's position on protective legislation for women, with reference to the policy of the Open Door council. Phillips is assured that there is no editorial support from the paper for the Open Door council, and it is suggested that she write a letter of complaint for publication in the paper if required. Also included are internal memoranda discussing the subject.
There is an offer of an article by Phillips on training for unemployed women and the work of the central committee on Women's Training and Employment, which is accepted. There is also reference to the high level of demand for the Manchester Guardian in the House of Commons, and an inability to procure a copy to read, as it has always already been taken. There is a request by Phillips for a meeting with E.T. Scott, which is granted.
