Correspondence with Sir William George Granville Venables Vernon Harcourt (1827-1904), politician, relating to discussion of Harcourt's support for the proposal of Czar [Nicholas II] for [The First Hague Peace Conference], but inability to attend the meeting himself. Also included is an expression of appreciation for the Manchester Guardian's service to the anti-jingo cause, and to the Liberal party, with assurance of Harcourt's support of the paper's position on these matters.
