Scope and Content

Correspondence between Sir Edward Raymond Streat (1897-1979), cotton trade administrator, and E.T. Scott, relating to a request by Streat for a meeting to discuss articles in the Manchester Guardian, which Streat is concerned may have a detrimental effect on the movement for the alleviation of trade barriers by means of the World Economic conference, which is granted. Also included are acceptance by Streat of a request for an article on the World Economic conference, and an offer by Streat of a notice of the opening of the International Chamber of Congress.

There is discussion of the provision by Streat of confidential information on China, with a request for a meeting with E.T. Scott, which is granted. There is discussion of a memorandum on China provided by Lionel Curtis, writer and public servant, and of the potential publication of an article on China, in conjunction with a review on China produced by the [Manchester] Chamber of Commerce, featuring an article by [Clarence] Kuangson Young, newspaper editor. Also included is a discussion of a confidential conversation between Streat and E.T. Scott on the position in India, and of an offer made by Streat to introduce Sir Campbell Rhodes, businessman, to E.T. Scott.

There is a request for an article from Streat on the Washington Congress of the International Chamber of Commerce, which is granted, and accompanied by a related internal memorandum. There is also a request by Streat for the commissioning of an advertisement for the Manchester Guardian in the Manchester Chamber of Commerce handbook, which is granted, and an enquiry as to whether the Manchester Guardian would like to continue to receive the Monthly Record [of the Manchester Chamber of Commerce], which is confirmed.

Also included is discussion of a proposal by Streat on behalf of the Manchester branch of the English Speaking Union, who suggest the setting up of a placement at the Manchester Guardian for an American or Canadian journalist, as a contribution to transatlantic understanding, and to honour the memory of C.P. Scott. There are internal memoranda discussing the subject. There is also a request by Streat, on behalf of the Lancashire Industrial Development Council, for guidance on the preparation and publication of a bulletin for the overseas press on industrial matters in Great Britain, which is provided. Also included is a memorandum on the subject entitled 'Editorial Publicity about Lancashire Industrial Facilities'.
