Garland was born in Manchester on 29 June 1934, he studied at Manchester Grammar School and the University of Manchester. After qualifying, Garland held junior positions in Manchester at Crumpsall Hospital, Withington Hospital, Salford Royal Hospital and MRI. Garland was senior registrar in urology at Salford Royal and North Manchester Hospitals, before being promoted to consultant urologist at these hospitals and at Royal Manchester Children's Hospital. Garland was a member of Manchester Medical Society and the Manchester Odontological Society.
