Dulberg was born in Romania and studied law in Germany. He later come to Manchester, studied medicine at Owens College Manchester, and later at Wurzburg, Germany. Dulberg was physician at Manchester Jewish hospital, and during the First World War was on the staff of the Second Western General Hospital. He wrote a number of papers on hygiene and infectious diseases.
