Fay was born on 7 June 1897. He graduated from the University of Manchester in 1922 and held junior positions in Manchester at Crumpsall Infirmary, St Mary's Hospital and MRI before working in general practice in Heaton Mersey with his wife Anne Howard Fay (see above).
