Bromley was born at Ashton under Lyne and educated at the University of Manchester, where he qualified MB ChB in 1923. In 1925 he took a diploma medical radiology and was appointed radiologist at Booth Hall and Crumpsall Hospitals in Manchester. He later worked as a radiologist in Stoke and Birmingham, and became first director of radiotherapy at the United Birmingham Hospitals. Bromley published a number of papers on skin malignancy and diseases of the lungs.
