Bell was born on 7 July 1925 in Northern Ireland. After studying at Trinity College Dublin he held house positions at Norfolk and Norwich Hospital, Leicester Royal Infirmary and MRI before being appointed registrar in the Orthopaedic department of MRI in 1956.
