Buckley was educated at Trinity College, Cambridge, taking first class honours in natural sciences in 1904, and took his medical qualifications in 1908. He enjoyed a long association with the MRI. In 1914 he was made honorary assistant surgeon there. He was a lecturer in surgical pathology at the University of Manchester and specialised in the study of hernias and abdominal surgery. He was the son of Samuel Buckley.
