Gebbie was educated at Glasgow University. He was assistant medical officer of health for Ilford before being appointed medical officer of health for the borough of Hyde. Gebbie was later appointed medical officer of health for Stockport, along with various other public health positions in the town. He was a member of the Society of Medical Officers of Health, a fellow of the Royal Institute for Public Health and a member of the Royal Sanitary Association.
